Amendment II: translation fixes from Transfer Exam I

Constitutional amendment (Art V: 2/3 supermajority + founder approval).

Transfer Exam I scored 70% agreement with the founder's founding rulings. All three divergences traced to translation defects — wording that misled the senate about settled founder intent — not to intent disputes:

1. F1 (senate over-cautious): 'major deviation' was undefined; the senate treated founder attachment as making a change major. The founder's ruling says otherwise. Fix: bright-line test in Art II §4 — major ⇔ expensive / hard to reverse / changes what the product is; attachment alone doesn't qualify.
2. F2 (senate over-eager): Art I §3's 'serves half-formed ideas by building MVPs' read as standing permission to build. The founder's ruling conditioned building on granted permission. Fix: autonomous building requires standing run-permission; silence is not consent.
3. F6 (seal overcorrected): 'when in doubt, it is the idea' swallowed legitimate pattern reuse the founder approved. Fix: three-question reuse test (textbook-plausible? / non-identifying? / non-competing?).

Each fix is worded for agent steerability (bright lines, if-and-only-if tests) per the founder's stated vision: the constitution's primary audience is agents; Interrex is a translator.

Verification plan: on merge, Transfer Exam II runs; success = F1/F2/F6 flip to agreement with no regressions on the seven passing fixtures.
