**UNTESTED** I'm unable to test this due to my configuration, so I'm making this more as a nudge that hopefully someone can try it out and confirm. I've just copied the way that precipitation is handled from the `obs_sky` (AIR) format, which looks like it should hopefully work for the Tempest as well. If this works, then it fixes briis#8
