Summary

update the project packageManager pin to pnpm 11.5.2
migrate pnpm v10 config to the pnpm v11-supported location where applicable

Verification

pnpm with current install --lockfile-only --ignore-scripts --config.manage-package-manager-versions=false
pnpm with current install --lockfile-only --frozen-lockfile --ignore-scripts --config.manage-package-manager-versions=false
