This release completes bilingual documentation consistency and establishes documentation control governance for UMS.

Documentation Control Governance

• NEW: documentation-control-agents.md with bilingual consistency rules and BMAD agent guidance

• AGENTS.md: Updated to reference new documentation control guidance

Evolith Inheritance

• Documentation governance inherits from Evolith Architecture Reference
• UMS-specific implementation evidence remains local
• Reusable patterns promoted back to Evolith via ADR process
