Attachments

Range Officers want to be able to attach 1 or more documents (PDFs, images, etc.) to an RUP. These documents would be tied to that specific RUP. They can also remove attached documents. Uploads are timestamped and associated with the user that uploaded them. Similar to other fields in the RUP form, attachments are only editable for Range Officers in statuses they are able to edit (TODO: Link to page describing these statuses).
