fix(ui): show GitHub build save errors

Summary

• Adds inline save-error state to the GitHub Build Integration form.
• Preserves PAT and payload-key fields when saving fails.
• Displays safe API error-envelope messages for both normal API errors and Axios HTTP errors, with localized fallbacks.
• Suppresses the duplicate generic request toast for this save request.

Validation

• git diff --check
• Locale JSON validation for en/ru/zh_CN
• npm ci
• npm run build

Build passes with existing Rollup annotation and chunk-size warnings.

Scope

This is a stacked follow-up PR against refactor/deskforge-corrective-pr (PR #59), containing only the focused UI fix. No backend/API contract or dependency changes.
