Prepare the v0.8.1 patch release with an automated release branch and PR.

🛠️ Core Changes

• Bump packages/cli/package.json from 0.8.0 to 0.8.1.
• Use the release branch chore/release-v0.8.1 so CLI_SMOKE runs on this PR.

🧠 Key Decisions

• The release tag is expected to be v0.8.1 after this PR is merged.
• This PR does not deploy by itself; deployment still requires the explicit v0.8.1 tag push from merged main.

🧪 Verification Guide

• GitHub Actions: required PR CI (lint, type-check, build) must pass.
• GitHub Actions: E2E must pass for chore/release-v0.8.1.
• GitHub Actions: CLI_SMOKE must pass for chore/release-v0.8.1.
