Problem and scope

Issue #38 requires useful alerts to be distinguishable from ingestion volume and silence to remain a valid result. P2C6 adds one exact World-owned contradiction-attention outcome over the recorded P2C2 official sources.

The frozen challenge contains one valid document/date statement and one date-swapped contradiction derived from the same exact admitted Observations. Treatment alerts only on the contradiction; the deterministic control reverses both decisions. Both emit exactly one alert.

Product boundary and compatibility

World owns the candidate statements, contradiction semantics, attention policy, reviewer identity, score, and limitations. Core and Intelligence receive only exact immutable coordinates, scalar Outcomes, matched conditions, and the domain-neutral measured-impact request. No World noun or policy moves into Core.

This draft is stacked on codex/world-citation-correctness / #8 and requires Core observed-result draft #90. Released World 0.9.0, its ace-core>=0.5.0,<0.6 dependency range, connector, Domain Pack JSON, and release records are unchanged.

Evidence

  • Treatment/control alert volume: 1/1 in both matched pairs.
  • Treatment: recall 1.0, false-alert rate 0.0, one valid silence, quality 1.0.
  • Inverted control: recall 0.0, false-alert rate 1.0, quality 0.0.
  • Result: useful, mean effect 1.0, non-effective/non-selectable promote proposal, historical replay without reauthorization.
  • P2C3-P2C6 focused: 10 passed.
  • Full World: 93 passed.
  • Federal Register adapter: 26 passed.
  • Release contract: 7 passed.
  • Public-Core compatibility boundary: 82 passed, 11 explicit candidate skips.
  • Changed-file Ruff check/format and git diff --check: pass.
  • Unchanged 0.9.0 sdist and inert JSON-only wheel: pass.

Repository-wide Ruff remains an inherited release-hygiene blocker: the P2C5 parent reports 16 lint findings under the locked Ruff 0.16.2, while this candidate reports 15 after normalizing the touched P2C5 import block. P2C6 adds no new finding and deliberately does not broaden into unrelated cleanup.

Risk and rollback

This is one deterministic two-statement challenge, not a live observed conflict or population false-alert estimate. It does not establish autonomous discovery, correction quality, detection delay, calibration, revision stability, network freshness, general Brief quality, causality, or human benefit.

Rollback removes the P2C6 harness, tests, P2C5 state handoff, and candidate docs. Any already-persisted attention, review, Outcome, evaluation, and proposal records remain immutable history. No proposal is applied.

Checklist

  • Public recorded fixtures only; no private data or credentials.
  • Exact Core/Intelligence/World ownership boundaries remain explicit.
  • Focused, complete, connector, release-contract, public-compatibility, build, scoped Ruff, and diff gates ran.

Superseded by the direct-to-main convergence in #17 and the published World Intelligence 0.10.0 release. The release lineage composes the P2C3–P2C10 work and preserves its evidence; this stacked draft is now closed for repository hygiene.
