An ad-hoc whole-repository PYTHONPATH=. uv run pytest is not a supported clean gate in this worktree: collection reaches existing environment assumptions outside this diff, including the separately installed ace_reference_workspace_action distribution and legacy namespace-package importlib.resources behavior. The focused release and AI gates above are green; this PR does not modify those unrelated paths.

Dependency

Do not merge or release this PR until Core #166 lands. That resolver indexes unrelated inert Pack manifests without requiring every installed Pack to be activation-ready, while still failing closed for an exact requested Pack that lacks or fails its fixed fixture.
