Outcome

Proves the existing recorded Federal Register evidence-to-outcome journey through merged Core PR #141's single governed resource plane.

• assembles one exact LIVE Case over the monitored development closure;
• reopens Observation, Entity, Signal, Shift, Case, Brief, Decision, Action, Outcome, Feedback, Source, and Connection identities;
• preserves explicit degradation for the internal source-only evaluation control;
• keeps measured feedback non-effective and unapplied;
• updates the World roadmap and candidate evidence without changing released 0.10.0 compatibility metadata.

Verification

• full World suite against merged Core candidate: 136 passed, 1 pre-existing skip
• focused 0.8 acceptance: 1 passed
• changed-file Ruff lint and format: passed

Public Core 0.6 truthfully skips the 0.8-only acceptance until Core 0.8 is released.
