What changed
Why
The catalog and outcome-led onboarding contract are now on main, but no new installable Core artifact contains them. This patch makes that work releasable without falsely claiming the 0.9 Collaborative Intelligence or 1.0 stable-contract gates.
User impact
Once published, Atrium can begin by asking what intelligence a person wants, enumerate admitted domain profiles plus Custom Intelligence, and continue through the existing governed Builder flow. Profile selection does not grant source, monitoring, or activation authority.

This is a developer-preview patch candidate. It does not claim collaborative multi-tenancy, distributed operation, autonomous source authorization, arbitrary web access, general real-world accuracy, or general beneficial impact.
