Prepare Core 0.8.2 Intelligence Catalog release

What changed

• advances the patch release identity from 0.8.1 to 0.8.2 across Python, CLI/MCP, Docker, lock, and trusted publication boundaries;
• packages the merged Atrium Intelligence Catalog as backward-compatible 0.8 Intelligence OS hardening;
• adds candidate evidence binding the generic catalog to independently versioned World 0.12.0 and Market 0.7.0 profiles;
• keeps 0.8.1 truthfully documented as the latest published release until publication closes.

Why

The catalog and outcome-led onboarding contract are now on main, but no new installable Core artifact contains them. This patch makes that work releasable without falsely claiming the 0.9 Collaborative Intelligence or 1.0 stable-contract gates.

User impact

Once published, Atrium can begin by asking what intelligence a person wants, enumerate admitted domain profiles plus Custom Intelligence, and continue through the existing governed Builder flow. Profile selection does not grant source, monitoring, or activation authority.

Validation

• Ruff lint and format checks passed across the repository.
• Package identity, public-roadmap positioning, and evidence-index tests: 29 passed.
• Wheel and sdist built as 0.8.2 and passed strict Twine validation.
• Checkout-free Python 3.12 wheel install reports Core/MCP 0.8.2, 24 resource kinds, and the expanded onboarding-profile fields.
• Full GitHub CI remains the merge gate.

Boundaries

This is a developer-preview patch candidate. It does not claim collaborative multi-tenancy, distributed operation, autonomous source authorization, arbitrary web access, general real-world accuracy, or general beneficial impact.
