Prepares ACE Core 0.8.1 as the product-experience patch for the Intelligence Operating System.

• makes Atrium's live onboarding state and command-center framing part of the release
• makes Intelligence, Opportunities, Agents, Connections, and Strategy first-class product destinations
• defines Opportunities as evidence-backed decision openings rather than leads or tasks
• turns Briefs and every decision-facing intelligence record into truthful visual What / Why / How / When blocks
• establishes the ACE blue-led design system
• binds the reproducible World AI Command Center resource replay
• preserves schema v177, the 24-kind resource plane, exactly 11 public MCP tools, and the adapter 0.4.0 boundary

Verification

• full Core fast/non-e2e suite: 7,906 passed, 48 skipped, 249 deselected
• focused release/package/evidence tests: 30 passed
• Canvas: typecheck, 304 tests, and production build passed
• Atrium AI Command Center: desktop and mobile Brief inspection passed with no overflow or console errors
• Ruff check and format check passed
• Core 0.8.1 and reference adapter 0.4.0 wheels/sdists built
• strict Twine validation passed for all four artifacts
• clean external wheel install reproduced version identities, 24 resource kinds, and the exact 11-tool MCP surface

Release dependency

World Intelligence 0.11.0 will be finalized against the published Core 0.8.1 package after this PR lands and the trusted release workflow succeeds.

Boundaries

No new authority path, store, schema, MCP tool, connector authorization, autonomous publication, or collaborative tenancy claim is introduced.
