feat(intelligence): project immutable ledgers

Outcome

Continues ACE 0.8C by making the new resource plane useful over existing durable Intelligence state.

What changed

• projects the six existing immutable PREPARED/LIVE families: Observations, Entity Snapshots, Signals, Shifts, Cases, and Briefs
• maps Entity Snapshots into the public Entity family
• merges both record spaces into one stable point-in-time view
• preserves exact payloads and lineage references without inventing contracts for external lineage
• enforces subject filtering, cursor advancement, and bounded result limits
• rebuilds after reader reconstruction over the same store
• reports unsupported families, unavailable ledger buckets, and lineage it cannot prove as explicit degraded state while preserving available truth
• aligns resource-query authorization with Core’s existing observe_read authority class; no parallel grant vocabulary

Verification

• 77 focused projection, resource-plane, ownership/runtime, package/schema, kernel, and MCP-surface tests passed
• repository-wide Ruff lint and format checks passed
• branch is based directly on main@bf4a75a after PR feat(intelligence): add unified resource plane #131

Boundaries

This is a rebuildable adapter over Core immutable records. It owns no persistence or authority and adds no connector, provider, UI, domain, or external-effect implementation.
