Update note.njk to conditionally display publication date#75

Added conditional rendering for the publication date in the byline. This probably only affects your "About Me" page, but since it's technically just a blog post, it is affected by this template and current displays on Invalid DateTime.
Moved that closing </p> outside of the if statement.
