Migrate to Swift 6.2

In this PR

• bumped Swift version to 6.2
• bumped Apple Argument Parser version to 1.7.1
• made AssetCollector sendable, passed file manager in its init instead of setting it as a property from outside
• added a few tiny performance improvements, cleaned up a few lines of redundant code
• updated the tests
• updated GitHub workflow to the use the latest macOS and Xcode versions available for public runners
