This adds in the necessary rules for opentabletdriver to work in a dormant directory. This is for `ajust` to be able to symlink these files to the proper directories in `/etc` whenever a user needs to use the OpenTabletDriver flatpak. Signed-off-by: Hec <hec@heccraft.com

This is a draft PR that will add in a toggleable set of rules for OpenTabletDriver.
/usr/lib/opentabletdriver-configajustscript to toggle these rules on/off with a symlink (also should install/uninstall the flatpak)
