What does this PR do?
Removes the expired Kimi K2.6 3x Go promotion.
The Go landing page now shows Kimi K2.6 at its normal estimated limit of 1,150 requests per 5 hours instead of the promotional 3,450. The promo banner, localized promo strings, and promo-only graph rendering/styles were removed because there is no longer a separate
