Adds an optional ante decorator for the consumer to enforce that tx fees are paid with photon (single-hop IBC voucher coming from the provider and resolving to
uphoton)Also, this PR moves the other ante decorators for the consumer to an ante package inside the consumer module, which is more appropriate than the previous location.
