Add production file-level deploy tooling

Summary

• add source-controlled production file-level deploy for the non-checkout live runtime tree
• build gitignored dist artifacts before copying the audited runtime allowlist
• include Phase N core/MCP/channel roster files and sanity gates
• add channelRoster enable/disable/status ops helper and deployment docs

Verification

• npm run build
• npm run test:unit (84/84)
• npm run test:core (49/49)
• bash -n deploy/production-file-deploy.sh deploy/production-channel-roster-ops.sh
• git diff --check

Operations

• Does not touch production by itself.
• Scripts restart only Murmur daemons when executed as root.
• Shared NATS broker is explicitly untouched.
