Refresh the lockfile within the rate-limit guard constraints (fastapi stays 0.135.x, starlette 0.52), update the ruff pre-commit hook to v0.16.0 with the ruff-check id and apply its fixes, and move to Python 3.14 across .python-version, requires-python, ruff target-version, and the Docker base image. Pin the Dockerfile uv stage, bump CI to checkout@v7 and setup-uv@v9.0.0, and add weekly grouped Dependabot updates. Replaces the closed stacked PR after its base merged.

Replaces #312 (auto-closed when its stacked base branch was deleted). Same content rebuilt on the guarded main: lockfile refresh within the #311 constraints (fastapi 0.135.x, canary green), Python 3.14 everywhere, ruff hook v0.16.0, CI action bumps, Dockerfile uv pin, weekly Dependabot. 601/601 tests green on 3.14.4.
