Codes to convert tagging data to standard NetCDF format as defined for the POPSTAR project
Converts tag data output to a standardized NetCDF-CF format, following the formatting of the POPSTAR NetCDF Format Reference Manual, doi http://dx.doi.org/10.13155/34980
Tag data must be input as a data frames for 1) points and 2) uncertainty polygons (currently fixed at 3 levels of uncertainty)
