PR #133: chore(deps): bump actions/labeler from 6 to 7

Review findings:

• The change is minimal: actions/labeler@v6 → actions/labeler@v7 in .github/workflows/pr-checks.yml
• v7.0.0 migrated the action's internal implementation to ESM and updated dependencies — no breaking changes to the YAML config format
