Integrates the latest orthogonal-contraction R3b QNC candidate, expands the comprehensive project ledger, updates the concise report, and adds exact reproduction commands. Verification: 17 focused tests passed and markdown diff check passed. Please merge so QuantumBFS#178 receives the final material.
