Bump version to 3.0.1 because the 3.0.0 tag name is permanently locked

GitHub's immutable releases feature reserves a tag name in the repo
namespace once a release with that tag has been created as immutable.
Even after the 3.0.0 release was deleted, pushing refs/tags/3.0.0 fails
with GH013: "Cannot create ref due to creations being restricted",
because the name is permanently burned for this repo.

This bump ships the two CI-only fixes already on main (drop spctl
--assess from darwin signing; drop --strict from `brew style`) under a
fresh tag. No user-facing behavior changes between the unreleased 3.0.0
and 3.0.1; the source archive differs only in toolkit/ files.
