Add a hard-delete route (gated outreach:delete) so bad/test/mis-sent outreach records can be removed via the API. Outreach is a log, not a venue, so it deletes outright rather than soft-archiving. Surfaced while cleaning up #850 (a leftover smoke-test record stuck at status=sent). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
