10. DSpace 6 implementation

Please use branch vt_6_x_dev.

Make all changes we would have made to dspace.cfg and dspace/config/modules/*.cfg files (which are included by dspace.cfg) to local.cfg, which overrides dspace.cfg. This will allow us to keep most of the VTechWorks specific configuration in one file, local.cfg, to make future upgrades less error-prone. local.cfg is a good place to look for more missing configuration or configuration errors. See DSpace 6 Configuration Reference and https://github.com/VTUL/vtechworks/issues/567 for more detail.
