Summary

replace the retired Railway fallback with https://api.data.upstream.cx
retain the separate Data API key and localhost override boundary
update transport contract tests

Verification

npm test (48 passed)
npm run build
npm audit --omit=dev --audit-level=high (0 vulnerabilities)
code-review-graph: 0 test gaps, risk 0.30
