Add "Gain" functionality to controller commands

The translational controls may be very aggressive even when we really want them to be sensitive and cautious. We should multiply the pilot commands from Topside with some factor. The factor can be set from Config tab.

i know this was added in earlier Topside versions, but removed again for some reason.
