- New WeatherAlertTtsService using the browser's SpeechSynthesis API - Speaks newly-arrived severe/extreme alerts in the header ticker - User toggleable setting (weatherAlertTtsEnabled) alongside the existing weather alert sound setting - "Test Voice" preview button in Settings - Gracefully disables the toggle if the browser doesn't support speech synthesis
