Use synapse-network-ai npm scope

Summary

• Move public npm package references from the occupied @synapse-network/* scope to @synapse-network-ai/*.
• Rename the TypeScript SDK package metadata to @synapse-network-ai/sdk and document the MCP server as @synapse-network-ai/mcp-server.
• Add a repo hygiene gate that blocks the old npm scope from returning in public docs, examples, package metadata, or TypeScript sources.
