Adds a unittest to check cfg values

changed timeScaleFactor to time_scale_factor

• The cfg check expects exact match as this makes it easier to find uses of a cfg value

added a test spynnaker.cfg to integration_tests

• writes router summary and algorithm timings to global reports (for Jenkins reports section)

changed integration_tests to use the integration_tests directory not the scripts to pickup the test scg

Added an (near) empty results directory to integration_tests
