Add selectable All Projects view to Project Board

Adds All Projects and Selected Projects modes to Project Board so users can review and manage tickets across accessible projects without switching boards one by one.

Changes:

• Add Project Board index with project list, All Projects, and selected-project URL modes
• Add persisted selected-project filtering with project code/color and pinned indicators
• Group global board columns by exact status name across selected projects
• Restrict drag/drop targets to statuses available for each ticket's project
• Show project code/color badges on global board columns and ticket cards
• Include project code/name columns automatically in global exports
• Use default cursor and disable drag listeners for tickets the user cannot move
