This PR enables via the procModifiers combination trackingMkFitHighPtTripletStep & seedingLST & trackingLST the usage of mkFit after LST seeds, in a baseline HLT-like configuration.
It depends on the external PR cms-data/RecoTracker-MkFit#20.
