"This PR adds a Python script to claim bounties on the RustChain platform. The script interacts with the RustChain API to spend RTC and commission a video.

Changes:

• Added bounty_claimer.py file with BountyClaimer class to handle bounty claiming
• Added main.py file to run the script
• Added requirements.txt file with required dependencies

Testing:

1. Replace wallet_address and bounty_id variables in main.py with your actual wallet address and bounty ID.
2. Run python main.py to test the script.
3. Verify that the bounty is claimed successfully and a success message is printed.

Note: This script assumes that you have the requests library installed. If not, run pip install requests to install it."
