Adds README.nl.md, a focused Dutch (nl) translation of the clawrtc miner README for RustChain bounty #13950.

Translation scope

• Project description, features, quick-start comments/output labels, antiquity multiplier table, and license
• Preserves Rust identifiers, byte strings, URLs, multiplier values, BCOS badge, Markdown tables, and fenced code blocks
• Single-language submission, not a bulk translation dump
