Adds
runbooks/with the five CLI-operator runbooks (cancel-semantics, process-dock-lifecycle, quickstart-walkthrough, resume-picker, turn-flow-and-queueing) and a tailoredrunbooks/RULES.md(general rules + full CLI operator surface; browser-surface rules stay in the lash repo). CONTEXT.md's stalee2e/reference now points at the directory that actually exists. All operator/build/doc paths corrected to be repo-local.These previously lived in the lash repo but drive this repo's binary and judge against this repo's Operator UI contract. Counterpart lash PR removes them there.
Verified: check_docs (5 pages), fmt, relative links.
