This updates the icon theme by sincing with the latest version of the original seti-theme updated 4 months ago (jesseweed/seti-ui#724).
It also adds language Fallback Extensions. These are needed because the
update-icon-theme.jswas originally meant to run inside the VS Code repo where it has access to language information not available here.The new entries in
inheritIconFromLanguageare taken from a recent update on the VS Code repo (microsoft/vscode#297749)Finally, the devDep for vsce was changed to @vscode/vsce, since the former was depreciated.
