While MTAs already support it, we still don't have an example that makes use of "Cloud Native Buildpacks" (CNBs). This in spite of traditional buildpacks being in maintenance-mode (https://github.com/cloudfoundry/community/blob/main/toc/rfc/rfc-0017-add-cnbs.md), getting abandoned or missing important features.
This PR adds a simplistic example based on https://github.com/paketo-buildpacks/samples/tree/main/nodejs/npm.
