The Daily Civic Intelligence Refinement Engine (
scheduler/dailyRefinementJob.ts,services/) was already fully implemented according to the required architecture. I successfully ran all Unit, Integration, and System test suites. I executed the scheduled job locally without external APIs and verified the creation of daily snapshot files and weight updates inmodelWeights.json.
