Extended PR Description

Governance Context

This PR reconciles the restored BridgeLayer governance files with the actual repository state after PR #1 and PR #2 were merged, pulled into main, validated, and branch-cleaned.

After ROADMAP.md and docs/SPECIFICATION.md were restored from the previous repository snapshot, some restored text still reflected snapshot-era state, including pending PR/push language and outdated repo-state wording. This PR corrects that documentation drift without touching runtime logic.
