Collapsible monitor panel primitive: 32px header (chevron + pinned dot + title + count) + body. Foundation for the 6 monitor panels (Selected, Other Sessions, Approvals, Lessons, Tools, Health). pinned=true starts open and shows accent dot. data-collapsed/data-pinned attributes for testability. 130 tests pass.
