## QSL architecture role

- **Layer**: `platform-tooling`.
- **Responsibility**: Schwab OAuth token refresh automation utility.
- **Owns**: token refresh flow and Secret Manager sync behavior.
- **Consumes**: Schwab auth endpoints, Google Secret Manager, CharlesSchwabPlatform.
- **Must not**: decide strategy eligibility or log sensitive token values.
