fix: hand off lifecycle preflight baselines

Purpose

• transfer complete preflight baselines through a workflow artifact instead of an unconfigured cross-job cloud store
• use the caller-provided immutable QPK ref for the internal checkout
• align PerformanceStore cloud calls with the URI-based ObjectStore contract

Validation
