- **Layer**: `research`.
- **Responsibility**: public political and policy event evidence pipeline.
- **Owns**: source items, source events, traceable research evidence.
- **Consumes**: public RSS/web sources and downstream research consumers.
- **Must not**: produce automatic trading instructions or mutate allocations.
