Rename crisis alert config to email

Summary

• switch crisis alert notification config from CRISIS_ALERT_GOOGLE_VOICE_* to CRISIS_ALERT_EMAIL_*
• update runtime settings, QPK imports, report fields, workflow env sync, and docs
• keep old CRISIS_ALERT_GOOGLE_VOICE_* names only as Cloud Run cleanup targets
• update QuantPlatformKit and UsEquityStrategies pins
