P2 Badge Update the workflow contract test for TG_TOKEN

When the workflow contract test is run, tests/test_sync_cloud_run_env_workflow.sh still greps for STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN: ${{ secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN }} on line 64, so this changed line makes bash tests/test_sync_cloud_run_env_workflow.sh exit 1. Please update that assertion to secrets.TG_TOKEN along with the workflow change so the repository’s workflow verification remains usable.
