Update the workflow test for the renamed secret
When tests/test_sync_cloud_run_env_workflow.sh runs, it still greps for STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN: ${{ secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN }} at line 64, so this renamed secret makes the test exit 1 and will block CI for the workflow change; I verified this by running bash tests/test_sync_cloud_run_env_workflow.sh in the repo.
