Increase IBKR gunicorn timeout budget

Summary

• add an explicit Procfile so Cloud Run buildpacks always start gunicorn with the intended settings
• raise the IBKR gunicorn timeout budget to 300 seconds so broker connection retries are not killed by the worker timeout first
