P2 Badge Update workflow guard test for TG_TOKEN

This change makes the workflow read secrets.TG_TOKEN, but tests/test_sync_cloud_run_env_workflow.sh still asserts the old secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN mapping; running bash tests/test_sync_cloud_run_env_workflow.sh now exits at that grep. Any gate or maintainer check that runs the workflow guard will fail until the test/contract is updated to match the new org-level secret name.
