P2 Badge Update the workflow invariant test for TG_TOKEN

When bash tests/test_sync_cloud_run_env_workflow.sh is run, it now exits 1 because the script still greps for STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN: ${{ secrets.STRATEGY_PLUGIN_ALERT_TELEGRAM_BOT_TOKEN }} while this workflow now emits secrets.TG_TOKEN. Please update the workflow test alongside this secret rename so the repo’s validation for this deployment workflow remains usable.
